Even if he has done this before and the employee believed he was intending to do it again, it's not shoplifting until you actually walk out the door with unpaid for items.
I'd be interested to know if he could have sued the store and those two customers since he technically hadn't shoplifted yet. Either way, that was real stupid on the part of everyone to take him down. We're talking a minimum wage employee and two regular customers. The $1 loss to 7-11 isn't worth what this situation could have turned into.
