Most virtual hosts provide an admin control panel for free these days. They will charge you a fee if you don't know how to add a domain or to set up the account.
That is how they can bill out 4.95 per month prepaid for a year (radom guess of pricing). Things have changed...with cheap virtual hostings there is no tech included.
Good deal if you know the in and outs of hosting and a really bad deal if you don't
