of course.. that's what the 5-day (domain tasting) loophole allows. they can register 10,000's of domains a day, and see which ones are getting traffic, and then return the ones they don't want within 5 days. They have to pay the ICANN fee of like $0.25/domain and then purchase the domains they wanted to keep.
