But then, that's all beside the point - the ability to exert lethal force is necessary to maintaining the ultimate authority that citizens of a Republic have... taking away that power turns any government into a police state - however you chose to rationalize it.
Just because the occasional asshat decides to get sloshed, start up his car, and kill a family on the way home doesn't mean that doing away with cars is the answer.
