But if a month goes by (or whatever period they signed up for) and they are
still active, how can they not have rebilled? If they didn't rebill, they would no longer be active. So either people aren't being billed but are still getting service, or credit isn't being given. I don't see any other options (but that's why I'm looking for a valid explanation, and I haven't seen one yet).
