This happens to almost everyone the first time they shave their genitals. Don't worry.
Your skin is probably upset that you shaved it in the first place, and on top of that, you have hair trying to grow back and making it itch.
You need to shave with a product that doesn't irritate your skin. Also, use a VERY good razor. I use a men's Gillette Mach 3. I use a non-scented soap that's made for sensitive skin, but I'm a girl and using scented products down there can cause real issues.
When you are just starting to shave, you'll want to shave only every two or three days. This will irritate your skin less.
When you've been shaving for awhile, your skin will get used to it and stop acting all awful.
Another thing is to make sure you are keeping the area nice and dry. Moisture is the enemy when it comes to a rash. On top of that, watch out for ingrown hairs.
