They are junk for one of two reasons. Either the processors have them blacklisted or they scrub them exceptionally hard due to the fraud and chargeback situation.
I'm by no means saying that every Romanian is either fraudulent or going to charge back, but the risk is more than the processors want to bear.
I wanted to ban Canada but Shemp and Sleazy said they would just move... what are you going to do ;-}}}}}
