First of all, 56:8-163 does not apply to NATS/TMM in regards to the consumer.
You repeatedly distort facts by intentfully misleading people to believe that their credit card information has been compromised when that is untrue.
In regards to consumers, no personal information was compromised due to the fact that name, address, telephone, etc are PUBLICLY AVAILABLE INFORMATION and are not defined as personal information under the statutes that govern the notification procedures for data compromisation. These statutes also do not include logins, passwords & email addresses as these are property of the issuer & not the end user, so your claims in regards to consumers are maliciously deceptive.
