I know I am right. Let's say that every content provider out there starts to include ID's. This is not a bad idea if the webmasters can be trusted with the info....Anyway...The webmaster can not positively state that the id is valid since they never saw it in the first place. He is not responsible for checking the ORIGINAL documents as a producer is. Since the producer saw the originals and then he made the copies/scans of them, the producer is the only responsible party.
