So you're telling me that as long as some content producer/provider issued me a license with a keeper of records on it that regardless of whether the girl is actually 13 I as a webmaster or just a plain citizen who is now in possession of 100 photos of a 13 year old sucking cock I am in the clear legally? Even if the police can't turn up the person listed as the keeper of records?
