what the police can and cannot do is for down the line when your lawyer is fighting it out in court on your behalf.
Police don't play by the rules, if for some reason they have their eyes on you, they make their own laws up.

When the police take your license for the 14 year old girl and make a phonecall to Buttfuck, Iowa and can't find hide nor hair of Mr Custodian of Records and you have nothing but that license in your hands with that name and address of the Custodian of Records, you are now in deep shit.

When you and your lawyer can show him a photocopy/scan of an Iowa driver's license, a Social security card, which your lawyer can then go and do a search on that young looking model and show the police and D.A that the girl they are ready to throw your life into over is and was legal at the time the material was produced, you will be very happy that you had a copy of those ID's and not just a license.
