I'm pretty sure the red light cameras around here take 2 or 3 sequential shots once the car crosses the line, so it's possible that someone could glance over after the first flash.
Speaking of lines, the position of the car looks like it's LEADING UP to an intersection, not having just gone through it..... probably fake for the purposes of the joke.
