Dude, MINIMUM camera flash and shutter speed is 1/125 seconds .. which is ~40+ times faster than blink of eye.
How on earth someone can twist his neck and see toward camera ( after noticing flash) and all this is done before shutter was closed?
And secondly, if it was a radar snap .. why registration plate is not showing up there? A radar is set to must include the registration plate even at the maximum car speeds. (don't tell me pic could be cropped)

they dont notice the flash, they notice the radar van or camera at the last minute. in scottsdale, they have clever ambushes waiting for you
