Interesting listen... jammed to this for half of the day instead of jamming to tunes.
A bunch of different aliens species with their own agendas intermingling with governments on Earth - led by their own New World Order... with firefights and diplomacy breaking out between everyone would certainly explain a lot of the goings-on in the last few decades...
However, ya'd think that with each of these myriad bases with 1.5 to 2k employees per base and underground tunnels with Mach 2 trains flying from coast to coast and all the geologists and construction peeps that they had to use in the whole thing - with one in thirty of them being trained in E.T. combat scenarios... and casualties in Canada regarded as "Canadian heros" because of their interaction with the aliens - deathbed confessions - etc... more than just one guy would be stepping forward...
I mean, someone other than a single geologist who left Government service on bad terms and seems to somehow know just about _everything_.
