you're referring to two separate things.
- google will rank you in the index as it finds changes to your site or more links to your site: CONTINUOUSLY, meaning that when you make the change, as soon as google crawls your page, you will get ranked acordingly
- the google toolbar pagerank (the green bar people use to inaccurately judge a site's value) is updated every 3 months or so, the last one being somewhere around october 24
