It's kind of rock and hard place for these african countries.. They're poor for various reasons, one of which is there's just too many of them for the area to support. However, child mortality rates make it so that if you want to have kids that survive, you've got to have lots of them.
I don't believe there's a good solution for Africa that can be imposed from outside, they've gotta do it theirselves.
As for our own charities, I think that until there's no longer sane homeless people (ie, people who don't want to be homeless) - then we should not be sending money to help people in other countries. Think what a couple billion in "foreign aid" money a year would do to get the homeless off the streets, and in some cases, clean and sober.
