Whats to keep someone from buying a prepaid card with cash at a gas station, opening up an epassporte account and defrauding a bunch of people? It wouldn't be attached him him by a credit card because that card is prepaid and he paid with cash. Kind of the same reason why criminals like to use prepaid tracfones that they paid for in cash.

criminals use cash all the time too , so you think it's alright for a store to say "sorry we dont take cash " and keep your cash ?
its pretty simple . if you cant open an account then dont let people open an account.
if you walked into a bank and opened an account with 10,000 in old $50 bills and the next day they said , sorry we closed your account , lots of criminals use cash , and you can't have your cash back unless you send your private personal information ( i.e. everything needed for someone to steal your identity ) to a third world country who may or may not have any laws against them selling this information ? .. dayyum
