yes they need to verify who you are but that is just plain shady.

Imagine you went into a store and they said " sorry we dont take cash , but now that we have yours we aren't going to give it back until you show 2 forms of id and a letter addressed to you.

and besides that why would they need your id anyways. they cant legally verify any of it , nor do they seem to care when fraud is committed on a massive scale.
