The puppy is not stupid it's you
You're in control of him/her,and it's your job to teach them what is acceptable and what is not. If the dog is not obeying you then it's something you're doing wrong.

Take the time to teach him.
We just bought a 4 month old puppy and he was not trained at all. We're still trainging him and he's doing great. It's all about taking the time to train them. They're like kids,they need love,affection,attention and stability. If you lack with any of these you will sufer the consequences.
If all else fails take him to the humain society so someone else who has the time can care for him/her
