If it's based on race and not other factors, why are the percent of inmates not the same for those who have high education levels? Why do low levels of education dominate our prison system? Wouldn't a black man with a post-graduate degree be just as likely to be in prison as one who dropped out of high school?

Poverty is not an excuse. I'm just stating that education and poverty play a role in crimes.
