I'm not 100% sure it was deliberate, he seems to wander sideways at a fairly consistent angle/rate rather than making constant adjustments to get the best impact.

Regardless, I feel for the person in that car, whose last moments must have been absolutely terrifying, and their family and friends who know that the video shows the events that lead to the death of their loved one.
