You can go to the national archives and read up on the Spanish American war. The US blamed an attack on SPAIN in order to wage war and control the shipping lanes.

It was most likely an accident. They knew that an accident was most likely back then but there wasn't 100% certianty. Certainly not enough proof of sabotage to go to war over though.

So what if we sunk a Jap sub? They had no business being off the cost of Hawaii. That wasn't their territory.
