Hate to say it, but it is nearly impossible to get a new forum going, other than a sprinkle of postings once in a while, UNLESS you happen to focus on an extremely tight niche that is not being covered anywhere else.... and that still won't be easy.

If you don't believe me, look around the net and you will see.... some really nice sites with forums on them only get a few posts a day. The ones that are busy have been around for many years. A general interest type forum needs so much traffic to even get a flow of posts going, as most people stop by for a lurk and leave.

Some high traffic sites add a forum and try to make a go of it, but they have the traffic first and even then their forums are hit or miss. The internet has matured, and it is really hard to find a niche that is worthy... but a tight niche is the only hope unless you have an unlimited budget.

I wouldn't recommend advertising for a general type forum, you will spend far more than you will ever recoup. Adwords will suck all your money and you will get no posters out of it.
