In a large corporation the day to day running of the business is the responsibility of MANAGEMENT and MANAGERS. Not human resources or the personnel office. HR might be asked to sit in or monitor (usually for legal reasons) the hiring or the firing or employees or changes of policy. Morale is a product of management policy and actions.

A worker might be called a human resource but "Human Resources" has nothing to do with morale. EXAMPLE: Employee moral falls because management decides to cut hours, trim back bonuses, increaser hours, etc. This is not a "Human Resources Division" issue. It's management.
