I won't make this a copyright discussion.... go read up on copyright... yes a kid running a blog is acceptable. He is commenting on something without using a work as a whole or making claim that it is his original work. A photograph referencing a subject is completely acceptable. He doesn't have to identify the work as being from a specific location.. the mere fact that he is identifying the photographer is plenty (who also happens to be the subject).
