The US and the UN tried for years to solve the Saddam problem without war.
It didn't work. Chamberlain suffered a similar fate with Hitler at Munich.
Diplomacy cannot solve all international political problems --just like bigger government bureaucracy cannot solve all domestic social problems. All criminals cannot be reasoned with to stop their criminal activity. Sometimes the cops have to be sent in. It is no different in the international community than on Main Street.
