Pr isn't that complex really.. Assuming the site has no major issues and all the basic 101 covered. To get a lower level ranking simply point a grouping of ranked domains/pages at the new domain you wish to rank. Enough lower pr links will give you higher pr, so the better links you get the higher starting pr you can get. You can pretty much BS your way to this level in one cycle of pr updates.
From here the site needs to be expanded out, making it so deeper pages also get backlinks and get pr, this is how you gain higher pr status. Getting a few higher ranked sites to deep link you can really help, however it normally can't be faked and requires a more natural site and linking build.
