I would have to say that they probably did not come to that conclusion. They were told what to say and they said it. Just like the eyewitnesses to united 93 getting shot down. People lived about a mile from the crash site and the ones who claim they saw it all have the same exact story. "I saw 2 planes flying low to the ground right behind it and the tail end of it was on fire and then all of a sudden, boom! I assume thats when the plane actually crashed into the ground." FBI has told them "No, that's not what happend...the plane(s) you saw were actually 3,000 feet up in the air taking pictures of the crash site."
