Most sex offender sites do not tell what the exact circumstances are. Look at the 17 year old in Georgia that got 10 years( and served 2 ) for getting a blow job from a 15 year old.
I'm sorry I see a HUGE difference between a 19 year old fucking a 16 year old and a 29 year old fucking a 12 year old.
Also I find it ironic that all these "Good, fuck the sex offenders" people are the same ones that think it's ok for a 25-35 year old female teacher to fuck a 13 year old boy as long as she's hot. I'm 100% sure they would be against her having to have "sex offender" on her license.
