That is the question. I am of the opinion that true sex offenders (by which I mean people that rape and molest and things like that) can not be rehabilitated. they might be able to curb the urge to do it some, but I think they have a biological need to do it that outweighs their sense of right and wrong.
However, sometimes the term sex offender is too broad. Here in Oregon there was recently a case where two 12 year old boys were expelled from school and charged with sex crimes that were felonies because they slapped some girls on the ass at school. I'm not going to debate if they were right or wrong, they clearly shouldn't have been doing it. But if they were found guilty they would have had to register as sex offenders. In the end the case settled out of court, the kids admitted what they did was wrong and there was a happy ending.
I am all for going hard after real sex offenders, but like faxxaff says, if a guy asks a hooker for a blowjob or dude slaps a girl on the ass, these are not offenses worth ruining a life over.
