Apparently you haven't thought past the punishment phase. So they serve their time and end up back on the street, where they will end up, you can't lock them up forever.

Now what happens when you push people into a corner where they have nowhere to turn?

They get desperate, and eventually resort back to what they know best. These "solutions," do nothing to decrease the chances that these guys will re offend, in fact they only increase the chances.

Let the guy get a job, a home, and at the same time hopefully some help.

Monitor them, just don't make them realize that no matter what they do, they are still being punished for a crime they served their time for, so they might as well continue acting out.
