I can't seem to find any programs that offer genuine hardcore teen sites. All I ever find are 25 year olds with pigtails and enough makeup on to sink the titanic.

Where's the 18 and 19 year olds, or at the VERY least, the 25 year olds who could pass as an 18 or 19 year old?

This is not a place for the spammy fucks to spam their refcodes if the site has no damn teens on it. I'll get mad and yell at you on the internet if you do that shit, and you don't want to see just how viscious I can be with the capslock key.
