I am guessing it is "they split the database into parts, but didn't tell all of the software yet".
I have a weird feeling that the various sections of the board have been split out into different DBs potentially on different db servers, but not all the software is entirely up on what is going on (like the quote feature, probably trying to quote non-existant posts).
