N.korea is building up their army/weapons because they are worried the US will invade.
The US sees N.Korea build up, so they start acting more hostile towards them.
Its really a vicious circle and needs the US to get off their back. When N.Korea feels less pressure on them they can probably talk something out.
Right now the US is backing them into a corner and thats very dangerous to do.
