When was this? Over 40 years ago. Did it happen? No. How come? Answer: United States of America has massive checks and balances, chain of command and more throughout their system. Does Saddam or Korea have checks and balances? I don't think so. One word to launch a nuke or war from either Dictator and it's set. Do both of those tyrants have a history of causing chaos? Yes, I think so.
