Get the cheapest PC in the store, load it with HDs and then share them over the network. that's what probably will fit your needs better and you will have a spare PC in case of need.

On a side note, obviously since he is speaking of external usb drives, he is not looking for high end SPF NAS servers.

You should be amazed what kind of stuff bring our clients when they come to us. I have seen more than one big company running their entire data on the kind of "NAS" he pointed in the ebay link.
Our storage solutions are not a NAS + 20 servers hanging from it... it's a bit more custom a allow 5 minute recovery after a complete rack crash
