XHTML v. HTML
CSS v. Tables
It's an argument that will go on forever....though HTML 5 looks like it may end that first argument.
From a developers standpoint the cleanliness that CSS combined with XHTML (or well written HTML) offers is the main reason that I use that combo. When you pull all of the styling elements out of the clean XHTML/HTML code it is 10000000000x easier to then go back and add PHP tags required by most CMS's or custom scripts.
The next reason is the ability to make tweaks to my design in the development stage. Usually my mock up in Photoshop or Fireworks will only be a 80% representation of what I am looking to accomplish. So CSS is key in allowing me the quickly change little things like Font size, DIV size, border size/style on quickly and efficiently without having to dig through code.
