CSS is always easier and more flexible than html.

There are few who actually know what they are doing when it comes to programming the code properly.

Basically why it is better (stuartd already gave great points) is that you can change mass amounts of content with small changes to your CSS file.

It works best for Templates but i use it in all my code now as standard.

Dont be fooled by people just because they toss some lines of code in <div>'s does not mean its proper, without proper coding you are basically eliminating the main point of CSS.

That is to compress the code and make it so you can change entire layouts with small additions/subtractions to your files.

again i would have to warn people, especially it seems adult designers are way behind when it comes to doing proper coding, without the right person you may end up spending more time fixing the code then paying someone who knows what they are doing to do it proper in the firstplace.
