He's saying that if we differ physiologically in some ways (the way we look), perhaps we have some differences internally as well. On averages in 'intelligence', 'temperament', and so forth.
If we assume that blacks are on average faster runners for example (even this is not conclusive, although the past 40 years suggests the fastest blacks are a few seconds faster than the fastest whites - but up until the 1950's and 1960's virtually all winners of the Olympic sprints were white), it doesn't mean all blacks are faster than all whites. There are many Whites faster than many blacks but the proportions may differ. Maybe when running at average speed you'll find the highest percentage of all blacks and all whites, but as you get to the fastest speeds possible perhaps the ratio changes from 2:1 for blacks over whites. Maybe it works the same way for say, academic acumen etc.
This is just a hypothetical.
