Eugenists have made this case before and it can be applied to society in general. In the Bell Curve for example, the argument was made that there is a growing White underclass because low intelligent Whites are breeding at higher rates than Whites of high intelligence. Some believe that if the proportion of "smart" people compared to "low intelligence" people becomes too great, society inevitably breaks down.

I think the topic is interesting, if uncomfortable. If we can understand and manipulate the genes for intelligence, we can actually help "low intelligence" people.
