He's claiming that people separated by geography evolve differently. It's true for other human characteristics so I'm willing to consider that argument for intelligence although I doubt that any difference would be significant.

This is the part I have a problem with. He needs to give specifics on where policies have failed and what would have worked better. Otherwise he's just full of shit when saying that.
