Let me start with Nettrust - our general Payoneer site, only allows people within the US to order the card.
However when working with partners like AWEmpire as others referred to in this thread to them we allow signups from all over the world.
Per some other folks questions as to who we work with - we have been doing payouts in the mainstream world for quite a while now - IPSPs, Affiliate Networks, Content Producers. We are also piloting right now with several large adult sites as well.
Per some questions on how you choose to be paid there are a number of factors that influence that - not least of which is how the deal is structured with our partners. For example due to some subsidizing by AWE both card activations and loads are free.
Card loads will normally take between 2 to 3 days but can be expedited to within 2 hours - dependant on your choice and contract with the affiliate network.
