Well the jist of it is this...if the US does not comply...part of the penalties allows Antigua to violate copyright law and mass reproduce CD's and DVD's to recuperate costs...this has Hollywood and the music industry a little worried...so while the US Gub may not foot the bill...someone definitely will.
