It probably extends further than Antigua - Canada, the UK and a couple of other countries also supported the action re restrictive trading practices.

This crap has been going on for... around 6 years now. The World Trade Organization originally ruled in favor of Antigua years ago. The US government then claimed they had complied with the ruling. The WTO then ruled that this "compliance" was in effect, smart-assed and was not in compliance with the earlier ruling. The legal/remedy time has run out and there is still no compliance - so, next is penalties/sanction possibilities.

Doubt any nation will violate eg copyright law, but prob more inclined to adopt an "attitude with meaning and effect" until the US government does comply. It's ironic that the same government is whining to the WTO about China when it can't even comply with the treaty itself.
