The deal you mentioned sounds bad to me. You can pay way less than 40.00 per meg for the highest quality bandwidth and servers at
www.techiemedia.com I started with 1 server and like 5 megs a few yaers ago with Techie and now I have a bunch of servers and do a few hundred megs. When I started I paid much less than the amounts you just quoted. I would give them a email and see what they can do for you.
