Gore has a name and the media coverage his jumping into the race would give him would be equal to millions of dollars. That said it would be hard for him to compete with the others if he had a lot less money. It would be harder for him to get his message out there without a lot of cash.
McCain has spent most of his money, and I'd bet he will be gone soon. His poll numbers are dropping and you rarely hear about him now. When they talk about the republicans they talk about rudy, fred and mitt, they don't really mention McCain much. I think he is trying to hang on until the first couple of primaries in Jan. If he somehow pulls out a win or a second place finish in some of those, he is in business, if not he will go away like most of the rest of the field on both sides.
Sadly, it doesn't take a lot of money to run for office, but it takes a ton to win.
