start making sites today. make 10 this week. fill them with keyword rich text which best describes your niche/site. it doesn't have to be pretty it just has to be a start. add some pictures that are appealing to you. throw in some links leading to your sponsors. link them together and start emailing other webmasters for link trades that are in the same niche for whatever site you're trying to get links for.
thats a start. everything else will come in time as trial and error.
