There's nothing wrong with little boobs as long as you are comfortable with them. On the same note, if this is something that will make you feel better about yourself then I say go for it. The time I go against implants is when she is doing it for someone else, boyfriend, husband, booty call, whatever.
If you want to do it, then I say have at it.
