CCbill has made it clear a few times.

1. They are a large and busy company and can not check every site to make sure they have proper licensing.
2. They do a check for visa approval when they set it up, occassionally they do spot checks but they have tens of thousands of sites to go through.
3. They take quick action when they recieve a DMCA from any content copyright holder. By having them show proof or remove all content listed.
4. If they recieve multiple DMCA's showing ongoing copyright infringment they will pull billing of said site.

So if a site is legal when it goes up they can swap shit around after they get visa approval and then unfortunatly it is in others hands unless they get caught in a red light violation (i.e. random spot check)

Webmasters need to alert others when they find such stolen content. Then content copyright holders need to spend the whole 3 minutes to fill out a proper DMCA and send it to site owner, CCbill, and hosting company. End of story. (however many copyright holders are to damn lazy to do it, well ussually the mid range to small companies are).
