Tranza - here's my opinion and as a submitter you'll see the issues with a locked cookie.
Basically - if you buy traffic from any broker and you are NOT the first guy showing an ad to the surfer for the said 30 days - basically, you can buy all the traffic you want to send to that sponsor, but unless you are buying PRIME traffic - meaning SE stuff only (and even there you'd have to be number one ad on a fresh computer) - you won't be making sales.
Same thing goes if you're trading traffic - if that surfer isn't coming from your site - that traffic is basically of no value to you with 'that' sponsor. Now if all sponsors did that - then I'd say that most people selling traffic/listings would be out of biz because the cost of doing business from the affiliate standpoint would be too expensive with a VERY VERY low probability of return
(your CPA would be too high for you to WANT to promote the sponsor) & you wouldn't have enough cash flow to buy the traffic from those sources.
**although if you're a fantastic SEO and can be first in the keywords without any ad buyers - you'd be making a mint.
